Whether you need support with daily activities, personal care, transport, respite, home safety, or clinical services, our team ensures your care is tailored to your needs and delivered with warmth and cultural understanding.

Support at Home: The New National Home Care System

Australia’s home care system changed on 1 November 2025, introducing the Support at Home program. This reform replaces the previous Home Care Packages (HCP) program and brings a simpler, more responsive model with:
  • Ten funding classifications instead of four package levels
  • Quarterly budgets
  • Separate funding for assistive technology and home modifications
  • Clearer service categories with fairer contributions
  • More flexible support planning
  • Reduced administrative burden for clients
Cultura is fully operating under this new framework and is here to guide you through each step.

How to Access Support at Home

If you need help to stay independent at home, start by contacting My Aged Care (1800 200 422). They will arrange a screening and, if required, an assessment under the Support at Home model.
After your assessment, you will be assigned to one of ten funding classifications. This determines your budget and the types of services you are eligible to receive. Funding is provided quarterly, and you can work with Cultura to plan meaningful supports that meet your goals.

Service Contribution Structure

Under Support at Home, the type of service determines the client contribution:
  • Clinical care (nursing, allied health): fully government-funded
  • Independence support (personal care, transport, respite): moderate income-based contribution
  • Everyday living services (cleaning, gardening, home maintenance): higher contribution
  • Assistive technology & home modifications: funded separately

If You Were Previously in the Home Care Packages Program

Many older people still receiving services before the transition have now moved into Support at Home. If you were receiving, approved for, or waiting for home care before the change:
  • Your funding has been protected and continues at an equivalent level.
  • Your unspent funds before 1 November 2025 have carried over.
  • Your existing income-tested arrangements continue for as long as they apply.
  • You do not need to reapply—your services have moved across seamlessly.
If your needs change, you can request a reassessment and move into the new 10-level classification framework.
