On behalf of the Board, I am very pleased to announce the appointment of Cultura’s new Chief Executive Officer, Mr Jess Harper.
Jess is an experienced chief executive whose career spans not‑for‑profit, government, disability, membership, and commercial organisations. He currently serves as Chief Executive Officer and Company Secretary of Disability Intermediaries Australia (DIA), where he has grown DIA from start‑up to a mature and financially sustainable national peak body through strong advocacy, sector standards development, and effective government engagement.
A advocate for inclusion and person-centered support, Jess has contributed to sector reforms and held senior roles within the National Disability Insurance Agency (NDIA). These experiences have equipped him to lead complex organisations through regulatory change with purpose and discipline.
A Geelong local, Jess brings deep capability in strategy, governance, risk management, stakeholder engagement and organisational growth, with a track record of delivering sustainable operating models and guiding organisations through transformation. He is a fellow with the Institute of Managers and Leaders (ANZ) and has completed the Australian Institute of Company Directors – Company Directors Course..
Jess will officially commence in the role on 15 June 2026. He will work closely with the Board and Executive team to ensure a smooth transition and to accelerate Cultura’s next phase of impact for the communities we proudly serve.
On his appointment as CEO, Jess said: “I’m honoured and excited to be joining Cultura as CEO in just a few short weeks. Cultura’s values and purpose deeply resonate with me. I look forward to working alongside the team as we take Cultura into its next phase of growth, high-quality service delivery and connection with the communities we serve.”
We also extend our sincere thanks to Interim CEO, Rebecca Smith, for her commitment and passion for continuously improving quality outcomes for clients over the past year, during a transition period since the departure of longstanding CEO Joy Leggo OAM. Rebecca’s leadership and steady stewardship have been invaluable in maintaining momentum and supporting our people and services.
